What kind of bugs lays eggs like this? Single egg on random leaves?

What kind of bug lays these eggs
 
The ones I see (which look exactly like your picture) are all primary singles. When you say groups, do you mean a mass of eggs on a single stalk, or multiple stalks each with one egg? (If you do a Google image search on lacewing eggs they definitely look like your pic.) I’ve seen the adults on the plants also.

edit: I also have a fair amount of wasp and found them devoured my trichogramma eggs (that come on the hanging cards). Guessing the wasp might also eat lacewing eggs and why I don’t see groups of egg. (?)

each egg has it's own thread just a cluster of them is what i mean not just a single here and there
