Can you turn tinctures into a water state, instead of an alcohol?

Is there a way to change the plant matter into a tincture using alcohol and then change to a water tincture?

I'm not sure I understand the question. Once you make a tincture with alcohol, the alcohol is there unless you boil it off and condense the tincture into basically RSO. You can make tincture with vegetable glycerin if it's the alcohol you're worried about....
