My plant is about 4 weeks old and has started to yellow, and the tip of that leaf turned brown and it crumbles to the touch.. I am currently battling aphids and have not over watered the plants.. I did feed it neem oil about 1 week ago

I can try, lets start here.

 
I guess what I would do is trim the damage. The I'd rinse the clone off in the shower. Repot it. And wait a day or two and spray it for pests and fungus. And repeat spraying weekly until about 2 or 3 weeks into flower. If I felt like it had a lot of bugs I'd dip it. Or even use a canola oil based pesticide and recover the plant and clone off of it. Until I got the clones the way I like them.
 
looks really thirsty, and a bit of root rot setting in maybe. you may not have over watered, but if the media is soaking wet all the time you get root rot.
Most definitely agree sir. The petiole are drooping and that says at this moment it’s thirsty af.

without more info id say a como of over and under watering with low light and less than ideal temps. Root damage is almost a guarantee at this point and the plant is severely stunted
 
Thank you guys for the input, let me get more specific..
1. I am growing from seed, these are not clones.
2. Seeds first sprouted 3/21/22
3. Plants range from 1 ft to 1 1/2 ft
4. I planted seeds, when germinating was finished, into red platic cups with 3 man made holes for drainaige.
5. I used fox farm ocean forest potting soil
6. I water every 1-3 days, depending if i see top in of soil dry..
7. I use RO water then i ph the water 5.9- 6.2
8. I used big bloom om 4/19/21 as fertilizer, and was the first time i gave them food, i mixed 3 ml of it plus 1 1/2 ml of cal mag mixed with 1 gallon water, after which i PH the water to 5.96
9. I use a water spray to watermy plants
10. I use growers choice e720, the 720 watts
11. The lights are 28 in away from plants.
12. Grow space is 640 sqft
13. Temperature at its highest reaches 76 and at its lowest reaches 65, humudity ranges from 50% to 65% , depemdimg if use an osculating fan, which in my case brings the humidity down.
14. I do not have a meter to measure the soils ph
15. Flying aphids are in my grow space.
16. This is my first time growing indoors

I hope this helps better understand my setup and we can come to a solution, I am very tempted to throw them all out and start fresh again. I have more seeds of the same strain i can pop but if I can fix this, please let me know. Thank you guys !!!!

I'm embarrassed to admit why i know this lol...meh we all had to start somewhere and keep trucking till we get it right. Also neem oil drench on seedling roots is bad idea. Treat early roots like a prom date and you're nervous every minute.

On the second week I overwatered a few plants and i recall seeing the soil moist for 4+ days so I turned my light from 30% to 80% for 24 hrs to dry the plants and it worked. This brought my avg temp of 74 degrees to about 78 degrees. For the next weeks I started to water them less amount of water as I was scared to over water them, so yes I did have a combo of overwater and underwater..

Yes i mixed a ratio of 3 ml of 100% neem oil (DYNA) with 1 ml of soap into 1 litre of ph water at 6.5, kind of warm to dissolve the neem, and then i spray it onto leafs and soil.
 
Definitely been under watered and need transplanted. With the guys you have in here helping you definitely will get good advice with that info.

lol @Mudballs not sure if you ever seen the vid i did on underwatering but i too have first hand experience. What can i say i like to learn the hard way, or atleast thats my excuse.

 
Yeah a transplant will help...it's not in danger yet by the looks of it.
 
I agree with @Ponky use this as an opportunity to get those bugs under control now since this is your first indoor. You don’t want these to follow you inside. You might save it but I say get aggressive with killing bugs on these use it as a learning experience and hope the plant recovers using all the advice above as the secondary goal.
 
This is what the roots look like at the moment, is that considered root rot ? The roots do have a fuzzy look to them...
