After 3 to 4 weeks it can need amended. That plant is to small to have depleted much. Top the pots up with more soil. And water the entire pot, not just around the plant.
 
You can wait a couple weeks til roots get established, just add water. Water the whole pot then wait til its light again. The roots will grow to the water. And if you are in a heat wave like we are don’t mistake sun wilt for water wilt or you will have two problems. Good luck rookie.
 
I topped the pot off with more soil and watered all around. I wasn't sure if I need to get any nutrients or anything to add to the soil. I planted 7-3-22 so it's been a couple of wks. All I have done is watered it.

The only thing you'll need to add to begin with is the 'happy' and some water. I see you've already added the 'happy' right in the middle of the pot. 🙃 🤣 😁😲👍☮️

You should look at a nutrient line and follow their feed charts. happy frog will only get you so far. As you see the plant getting lighter & lighter in color..lime green or yellowing leaves its asking for food. I use General hydroponics flora 3 part but there are many to choose from. Bite the bullet pick a nute brand and go with it.
Happy Frog makes a great seedling/early veg soil but as stated above multiple times its not rich enough in nutrients to sustain itself for a whole grow. I prefer "Roots Organic" Terp Teas nutrient line myself. However there's many to choose from and most work pretty well.

To further answer your question, we'd need to know if you're wanting organic or salts based nutrients. If you're interested in organic farming, consider the Roots Organic Terp Teas. Otherwise, the General Hydroponics Flora 3 parts is a good place to start. It's reasonable priced and should be rather easy to find. Another to consider is Fox Farm's Cultivation Nation's 2 part (Grow and Bloom). It's a dry salt nutrient so a little goes a long ways and won't break the bank in costs.

If you want "simple" then a 2 part or 3 part nutrient program would be best. I'd purchase either the General Hydroponics Flora series as suggested by @PipeCarver or the Fox Farm Cultivation Nation 2 part dry salts

Then I would use the feeding chart provided at 1/2 strength.

You will very quickly discover here on the forums, that is an eternal question and if you ask 2 growers which is better? you'll get at least 3 answers. 🙃 Kind of like asking if an egg is better fried or hard boiled. (LOL, have you got a pot or a fry pan?) It's up to your own personal taste, needs and preference, and you can only perfect that with time and experiance.
In general, if you want bigger flowers and faster veg times, go with the salts and a hydro type of setup. If you want flavor and aren't in a big hurry, organics would be a good choice. Of course there is more to it than that, way more, but I hope that can help you decide in general, which way you want to grow. At this stage and in FF Happy Frog, you can go either way.

I need all the luck I can get. All i have done is water it. I planted it

It looks like your seedling just got out of the shower. Is there a reason for watering the vegetation? Watering directly on the plant can cause a bunch of undesirable things to happen. Water the soil and try NOT to get your plant wet.

I didn't just water it it just got done raining. Am i not supposed to keep it outside when it's raining?

It is looking better, yes. However, it looks like we have some standard operating procedures to cover with our new grower.

No worries, we were all beginners once and most of us at one point or another have done "all" the things we shouldn't because we weren't aware what we were doing wasn't on the list of "best practices."
 
If all you have around is Fox Farm their all purpose feed (the green bag) is not too bad. Just use HALF the instructions just like the other guy said about the other stuff.
the fox farm tomato feed (red bag) will probably give you more stretching than you want.
And then the yellow fruit and flower bag you can use during flower at HALF or even a THIRD of the instructions.

If you're using fox farm dry feeds definitely cut the instructions in half.
