should I transplant and how do I stop stretching.

How would I go about making these plants grow better. My first grow and they are 7 days into grow and have just had after with SHOGUN start and katana roots in the water under the rock wool.
I have also been told they are stretching and need transplanting so need some advice on what to do.
Any help would be much appreciated as I am nee.

What type of light?.How far is it? Needs to be moved closer.
