Remember that CFL bulb will only help during the seedlings stage your going to need something more powerful for Veg and a completely different light for Flowering...
How does direct sunlight do?

I live in VA with high humidity and UV so that's why I ask when it gets to flowering is sunlight enough?

Sunlight is the best light for plants, nothing can compare... The problem with the sun is that it's not shining for 18 hours, so depending on where you live the light cycle of the sun right now might be good for Flowering but not for Veg. It's best to start outdoor grows around spring or early summer, since in fall and early winter, days are shorter and nights are longer, which triggers flowering.

So would the UV light help in flowering or veg? I already know it won't help in seedling stage

Mother nature has her own internal clock, outdoor grows are best timed with the proper season to start your grow, there's no way to control the sun. Also your going to be dealing with pests and you will be at the mercy of the environment... For first time growing I think indoor is the way to go, since everything can be controlled.

If you really want to start your own little grow, all you need for now is a grow light. It's best to buy a full spectrum light and just get rid of of the bulbs all together, a full spectrum light can take you from seed to smoke without problems.

Thanks. I definitely need a few more things

Are you planning on growing indoor or outdoor? Sunlight through a window will not work for flowering. If you are doing indoor get a decent led. The 150pro i have in my signature will work great for 1 maybe 2 plants in a small tent 2x2. Then tent helps reflect the light back to the plant and to maintain heat/humidity.
If you are doing outdoor then you might be to late this year, anything you put out now will start flowering immediately. You will only get 1 very small bud out of it. In virgina you want to start out door plants in early june. That gives them time to get big before they start flowering in aug

Probably indoor. I have a tent and light setup. Just found a full spectrum bulb like Z recommended. It was also an old seed so.

a full spectrum 150W efficient Led is a great place to start. also very affordable. if and when you decide to increase the size of your grow you can keep using that as a perfect seedling clone and veg light and something more powerful for flowering more than a couple of small plants.
If I were you I would do lots of reading and learning also. Theres some great stuff on you tube. Bruce Bugbee has some of the most invaluable content on the science of growing cannabis and light spectrums. Highly recommended

Can you get your hands on better seeds ? Maybe buy some online? If you can, put the little seedling to rest and get yourself a grow light, I bought mine for 70$ from Vipar Spectra
Vipraspectre is great imo

Keep in mind I'm only trying to grow one plant at a time
Honestly I don't think it's powerful enough to even grow one plant, most of those companies will lie about the spectrum and specs of the bulbs... It might be good for lettuce or some small house plants, but cannabis plants grow tall and bushy, they need a strong light.

You might be ok with it, your yield in flowering is going to suck tho... If you get 20 grams out of that light I would be EXTREMELY surprised.

Sometimes cheap means more expensive in the long run...

You might spend the 15$ for it now and be fine until mid veg when plants are already getting really big and need more light exposure, then I'm pretty sure you will start seeing deficiencies from the lack of light. At that point your going to have to spend money again to pull the plant through it's final veg stage and through flower.

I suggest spend a little more and get a proper light for the full life cycle of the plant, it will save you money down the road

How do you know its strong enough
Get a trusted and proven light from a reputable company. A grow light for 2 plants will go for around 65-100$ but if your getting 40 grams per plant, that's 80 grams of weed your saving money on.

Usually you will find that the rule of thumb for Watt per Squared Foot is around 30 Watts.

So a 100 Watt LED grow light will be good enough for a 2X2 grow with reflective material around it, or a grow tent.
