Idk, last time (my first grow) they showed up pretty quickly but this one's been under 12/12 for a week or so and the preflowers have been growing super slow

Depends on many things. Usually once an adult plant is getting 12 hours of light per day or less it will take anywhere from a few days to a couple weeks to know for sure. We've all been there

when you do take pictures you have to take closeup pictures where these stipules are (red) and behind it will be the sex organ (blue)
you’ll find these on the higher up nodes

That’s a pure male right there. If there are any pistils, they aren’t in that picture.
