I had this problem with my first grow. I cut the plant in half . Got some nice buds later on too.

smaller pot make smaller plant, constrain the root in a small volume and you'll get a bonsaï plant

I agree lose the shelf and put it in a bigger pot.

One of my first grows (1991 in a closet with fluorescents) I tried an experiment… I already had a couple of 3’ plants ready to flower but wanted to see what would happen if a plant didn’t really vegetate at all. I dropped a seed into a gallon pot, started flowering when the first five point leaves appeared, and just kept topping it anytime there was a new node. I ended with the cutest little bushy plant about 2 feet tall and one of the best smokers ever.
