plant is 10 weeks old and only 4 inches tall it's an outdoor plant gets fertilized with foxfarm and miracle grow.... and a plant which is 12 weeks old is 5 ft right next to it can i ask seed seller for refund on seed ???? or am i doing something wrong "newbie"

i searched for previous post but it did not flag the sticky thread in this forum about Dudded, Stunted, and Runted plants... seems like my problem, didn't regular farmers of olden days just throw out questionable seeds and strains and only use the best for next season. pics coming

pics & the piece of copper pipe around the base of the 4 inch 10 week old plant is for slugs and snails and i also added a hoe for scale and its right next to 5 ft plant if you look at the bottom right of bigger plant

did the bigger plant have a hole dug out? and the small plant was planted in the soil as it is?

dug holes for both, smaller plant would not grow under grow lamp either just sat there and looked at me it stayed that way for 2 weeks before i put it out side in the real sunlight i used the same medium for potting and i like to give them a boost with miracle grow when i put them out doors

well im guessing an underdeveloped immature seed,,.. anyhoo not gonna do much now..
