Need some more info, what are you growing, autos or photos? What are you growing in? Lights? How old are they? What is you watering/nute schedule. Looks like at least one is in flower?

I'm growing in soil, i made my own mix with like 30%vermiculite 30%worm castings and 30% soil i bought from the local garden shop guy that looks like peet moss i think mixed I'm growing in pots well they are solo cups atm, and for lights I have 2 sf1000s. They're probably like 2 going on 3 weeks oldish, for water just ro water atm, i do have synthetic nutes 15-15-15. They are bag seed, yes I'm sorry haha but it's what I have to work with down here in tijuana. i think they should be photos? But that one that is flowering is safe to assume has autoflower in it? This would be my second grow but my strategy is basically pop as many seeds as I can at once and see which ones make it but sometimes I just feel like I'm burning through electricity mindlessly
 
I struggled with seedlings for ages , they would get to this point then stop. because my room was 24oC i assumed it was warm enough but my soil was sitting at about 18 oC ...which makes growth really slow, and if it gets near 15 degrees it will stress the plants. As soon as i bought a humidity dome which could hold about 8 solo cups and a heat mat EVERYTHING grew , mushrooms and 100% of my seeds.
nutrients with a ratio of 15;15;15 seems a lot to me especially for seedlings..personally i have a bottle of seaweed based houseplant food for the first few weeks . NPK 3;2;5
i know what you mean about electricity, i am not growing indoors in winter anymore, last year i grew with a 5w greehouse heater on a few hours a day and my monthly bill went from 80 to 220 $
I would foliar spray mine at this stage with some very diluted feed , if the roots are struggling they will still take nutrients in through the leaves and it might kick start them
overwatering is the other thing we all seem to do at the start . its taken me 2 years to learn how the dry back of the soil is important .
 
the other thing to remember is when a plant puts out its first set of leaves it will pause for a week while it concentrates on putting roots down,

I did do some research and I think you're spot on, it's gonna be the soil temperature cause the solo cups are basically on the cement ground. There some panda film between them but I don't think that helps much tbh I'm gonna try to insulate the floor of the tent
