Indoor light hours for starting seedlings for outdoor.

I'm wondering how many hours people use for starts for spring planting as to prevent bolting when moving outdoors I would assume people would use much less than 18.

I have always used 18 on then straight outside with no problems. I know some people try to mimic outdoor hours first but I've never seen any need for it.
