Is this seedling stunted or normal looking?

Is this small for 10 days above the coco/perlite? It was in a solo cup with plenty of drainage holes. I don't think I killed it but stunted its growth by over watering early. It was the runt and 2 of the group were getting culled regardless. The others aren't a whole lot bigger so maybe I need more patience. Just seems to me that at 10 days roots should have been coming out of the bottom of the cup? Light is at 28" @30% reading 230 on the PAR meter

roots don’t fill out a solo cup in 10 days, especially when over watering… it’s a seedling, the roots are beginning to develop and search for water.
Those roots look pretty normal for 10 days then is what you're saying? What are the proper watering techniques for seedlings in solo cups with a 70/30 c/p mix?
 
If you really want to autopsy it (plantopsy? 🤣 )... The roots are within normal development range of a 10 day old seedling... sure you will find better, but it looks average. A little concerning is the brown color of the main tap root. That looks compromised. The other two look nice and white and healthy and may have grown out because the main one was becoming nonviable, and if you are wondering why you saw stunted growth you're looking at a plausible explanation right there. Roots had to create a detour.
