Which breakers are you using? Are you using tandem single slots?

yea. I have 6-2 wire. black and white to hots then the bare wire to ground. just not sure why my 240v isn't working. even tried an old ballast and that still didnt work on the 240v

I take it you are talking about the wire to the panel that the breakers are in for the lights correct?
