I get as close to the node as I can - you won’t ever get the entire stub off, but the more you leave the more you’ll be having to pluck regrowth from the cut, at least in my experience. You may have a different experience as me (I haven’t had any plants split by topping too close to the node, but others may have dealt with that).
There’s also many ways to top / grow weed, so people tend to give advice with what worked for them. Just gotta use your best judgment. If you’re growing a photo, and you mess up somewhere, you have time to fix mistakes, so don’t be afraid to make them yourself by trying things. (This is for pre-flower, once you’re flowering, try to not mess with them as much as possible).
As for how much to leave - it’s not really possible to say because each plant will have different spacing between nodes, so some plants may not even have a half inch between them, for example.
