Check out this btu calculator. Btu's are 8189 for hlg 600. The efficiency of your lights is close to the hlg's so the heat is probably close. Based on that I'd go with 12k. Same breaker size, not much more on cost, the unit will run less and you will be able to deal with heat waves and possible grow room modification in the future.
