Advice On Veg Lighting

I live in south central Colombia. The sun shines here pretty much 12 on and 12 off year round. I want to veg indoors 18 on 6 off before I transplant outdoors. So I dont need a full spectrum LED light. Any suggestions on lights and wattage would be greatly appreciated.

19 watt led white light, or 6500k. One per plant and they will veg ok if supplemented with natural light. Ie, move em in and out

Or 600 watt led that will cover about a 10x10 room or about 12 plants close together, may get stretchy though
