Are these roots poking out of my solo cup? (Time to transplant)

I was told that my plants would be drinking alot of water before transplanting but that still isn't the case so I was planning to wait a few days. Today is Day 13 from germination and I woke up to see what appears to be roots coming near the bottom of my drainage holes. If these are roots how long do I have till I need to transplant? These are two different plants.

Yep thems roots, she's ready for a bigger home. You can let it go a little longer but I'd transplant sooner then later
