Arizona Ammendment to 25 mile rule fall of 2014!

Anyone have anything on this or know where i can find it?
Apparently the lawsuits where denied and thrownout but in the newsletter they say there is an ammendment to the law regarding the 25 mile rule and the new provisions will take effect by fall 2014 anyone know what the new provisions will be?

The only change to the rule is how the 25 miles is measured
Not as the bird fly's but actual miles by road
