Backers of measures to place storm shelters in schools and legalize marijuana for recreational use have failed to collect enough signatures to put the issues before voters.

No signatures were turned in by backers of the school shelters proposal, and only three boxes of signatures were filed by the marijuana proponents, Amy Canton, an administrative assistant at the Oklahoma Secretary of State’s office, said Tuesday. The signatures were due Monday.

Each initiative required more than 155,000 signatures from registered voters to be placed on a statewide ballot.

The school shelter initiative was to allow $500 million in bonds to be sold to pay for school tornado shelters, with the bonds supported by the state’s general revenue fund.

The Nov. 4 ballot has already been finalized, so if the two initiatives had gained enough signatures, the issues would have appeared on a subsequent ballot.

Voters will see three measures on the Nov. 4 ballot, all referred by the Legislature. One would ensure some military members could hold public office, another would expand a property tax exemption for spouses of some veterans and the third would permit some disabled veterans to continue receiving property tax exemptions.

Backers of the marijuana and storm shelters had said it is a monumental task to gather enough signatures to qualify for the ballot. For example, backers of a medical marijuana initiative turned in 34 boxes of signed petitions in August and that equated to only about 75,000 signatures, or less than half the amount needed.
