Both situations are 240v, just depends if your 240v requirement is for 120v/240v. For example, most lighting ballasts need 240v (3 wire, 2 hots and a ground), but your outdoor jacuzzi needs 120v/240v meaning a 4 wire system, 2 hots, 1 neutral, and 1 ground. So if your wanting to run romex, pick up 2 wire, anywhere from 14 guage to 8 guage, which dictates amperage needed, and youll be able to run your lights off them. If your wanting to feed a sub panel from your main, make sure you run 4 wire, so you can run your a/c, and misc. pumps, fans , etc.
