best lighting combo and time cycle for breeding seeds?

Is 12 on HPs and 12 on led 24 hrs of light appropriate for producing good pot seeds? Also can I pollinate later in the bud cycle if I want more finished bud. If so can I just let the seeds and bud mature longer, even till the bud Dies on its own?
