Best Netting/Cover for Camouflage?

First time outdoor grower here! The best spot in my backyard for light is right out in the open. The people in the apartment building behind my house have a direct line of sight to the plants. What is the best (inexpensive) solution to cover my plants from prying eyes? Is there a netting that anyone recommends I put up around a PVC enclosure or something? I'm worried they'll be tempted to steal my plants since they're in fabric pots and not in the ground. Thanks!

Mu neighbor got a chain link dog kennel and wraped it in some type of greenhouse plastic. It lets light in, but you can;t see whats inside.
