Buds growing from a fan leaf?

I have one plant in my tent that had always been way smaller and slower growing than the rest. It's always grown weird extra leaves from the center of the fan leaves. I have notice one of them has a little bud site at the center. Is this just some mutant genetics or did I stress the plant into this?

We always refer to them as mutant hash plants when they start putting buds on the fans and the fans are covered in sugar. I alway dry them out until there brown when harvested. No curing,,, just brown left under the lights. Faster the better. Then convert the whole plant to hash.
