Do you see critters? Get a magnifying glass and check.
If you don't see bugs it could be nutrient issue. Nute deficiency can cause plant tissue to burn turn brown and flake off leaving the appearance of holes in your leaves. Off the top of my head I believe P causes this.
Check PH of soil and make sure proper PH levels and PPM are being used.
