If doing a small sealed room you can use exhale or DIY Co2. Also if you have the option to grow in the basement Co2 is usually over 1000ppm anyhow. If you do a sealed room you will need controllers and dehumidifier, humidifier, heater and AC. So IMO grow in the basement and keep a good environment.

If you can hit over 1000ppfd you will see benefit I would say is worth it. Even at 800 ppfd you will have a benefit but it may not be what ppl expect when they add CO2 if you can hit 1200-1500ppfd you are going to see the bigger benefit of co2 provided the environment is dialed in.
