Can anyone help before it's to late?

Well folks within the last day I've begun pre-budding. For awhile tho I've had this brown growth on the newly growing baby leaves and this growth is showing on 2 of my Chemdog strain. I have been spraying Maggie's 3-1 organic pesticide and insecticide 2 a week for last 2 weeks. I'm worried this is going to affect my buds and overall harvest. If anyone knows exactly what this is or can help me nip it in the bud it would be appreciated. Thanks all andy
