You can..If you were flowering it would make sense. i'd work my way up to full strength to avoid any burning

The Budswell powder is not soluble in water. It is more for amending soil. You didn't specify the style of grow. If you're using soilless/hydro, use only the budswell liquid.

I had answered only considering the tea aspect. You could brew with the budswell, and then have the dry stuff in the bag in the tea with an airstone. Other then that i'd do like Noone said, amend with the powder, water with the liquid
