Looks like both to me . The white dots are bugs I think. The yellow spots appear to be damage from them eating.Are they active bugs or bites?

What are you feeding the plants, and what medium are you using? I don't believe bugs are causing purple petioles, twisted leaves, and leaves fading. Necrosis would be the next thing to show up. I would say your problem is below ground. Ph, deficiency, something along that line. You may have bugs also but you also need a good flush and a full spectrum feed
