Yeah!
Because they are government employees.
The less caregivers, the less they have to work.

This is one of my favorite parts.

"IF PATIENTS DO NOT REQUIRE CARE- GIVER SERVICE OTHER THAN THE PROVISION OF MEDICAL MARIJUANA, THEN THE PATIENTS SHALL NOT DESIGNATE A PRIMARY CARE-GIVER."

IIRC isn't most of this in another bill?
