Colas look healthy but buds below unhealthy

Plants flowering outdoors for a month or so. Tops looking really good. Undergrowth and smaller colas are a shade darker and have mostly redhairs already. Here's a pic of a healthy top and then some that look like they're not so happy and finishing earlier. Very greatful for any help!
