Hi. A friend of mine made the mistake to put too little light so now the plants are about 3 weeks old from seed and about 20cm tall and too thin. Do you think he can cut them in half ? how would that affect them ?

Idk. If you cut them, you might need a cloning solution to rebuild the roots and even that might not work. I'd say put the lights closer and let them rebuild their strength that way with the help of supports. Although 20 cm is quite the length for a sprout. Here, I'm purposefully trying to grow these long and thin so I can do a scrog in my LED tent.

depends how much foliage will be left. It'll be fine if there's enough foliage left after. I cut veg plants down to size every couple weeks. Just don't accidentally kill it by leaving just its 3 point and 1 point leaves or something and it'll be fine. I like to cut them leaving their first or second 7 points. From what you said though, he should probably not cut them but without photos i can't say. He should probably stake them and use silica if he has it.
 
pinch them like a hot chics ass,,that slow um down and build the leaf struture,,they will stop on height and build on gerth

You know how you might "super crop" a stalk? You can do that gingerly with your thin sprouts and they'd probably grow to be quite a bit stronger as an outcome so long as the light is where it needs to be.

The number of fingers on each leaf. First will have 1, then 3, then 5, then 7, usually. Might be small variation on certain plants. But i use that because i can gauge how much foliage will be left. If you cut to the first 7 point, there should be at least 3 nodes with 2 fan leaves each on that plant of varying health. Telling a new grower to cut his seedling in half and only leaving 2 leaves would be a disservice and depending on the grower, could mean dead plants. You should let it grow a bit before you do anything in my opinion as 3 weeks, if miswatered or fed even slightly, will not be a hardy plant necessarily. My advice to you is let it veg for another week and upload some pictures then for advice bending or cropping it.
 
can you explain in more detail how to bend or crop? by bengin you mean snap it without breaking it so the upper part stays horizontal ?
 
Depending on what pot your in now, why not (when/if you up pot) bury the stem a bit. This will shorten the plant height with out stressors like supercropping or fim/topping. I do this personally.

me too all the way up and leave about 1/4 in from first set of leaves,,builds big stalks
