When I get a high pop and my seedlings can't stand I take 2 bread ties, I burn the plastic off of 1 half of 1 tie, you will see a thin wire, leave the wire end alone and tie another tie to the first, stick the wire end in the dirt well away from seedling make a loup at very end of both ties connected, so now the wire is in the dirt away from seedling you have connected the 2 ties and made a loup, gently Pic up the seedling and tie the tie around it but leave room for seedling, in other words don't tie it tight, this will hold your seedling in place till it's stem hardens and it can now stand on its own, this works for me 100% of the time, in fact I have 2 seedlings that I have been bending back and forth a few times a day this is light lst-ing and will make the stem harden faster however I may have to tie down 2 bc they popped so high hopefully not but probably, remember you are tiieing 2 bread ties together then burning the plastic off 1 half of 1 tie understand???? Or u can take a straw cut a slit in it and use it like a little cast but the bread tie method works better, remember allways sow your germanated seed 1 half inch deep but depending on strain some will pop high this is a good thing as your plant will be tall just be very gentle if you still don't understand I will tie mine down and send u a Pic but as of now they can still stand on there own.
