Dissolve as much NaCl in a volume of water as you can (until salt remains solid in the solution). Then bring the temperature of the solution up until that salt goes into solution. Add more salt until no more will go in again. Remove heat and let it come to room temp, you have your supersaturated salt solution (referred to as brine typically).

This is essentially the same process as making rock candy- only that's a supersaturated solution of sugar, correct?
