one of my Tropicoma phenos did that..flowered under 18hrs of light
the clones did too...i flowered them all and they were good smoke!
wasnt the keeper though..the keeper totally rocks!

Make sure you toss overhanded, jk... and since your from a beach, not knowing if, you grow all year...or use greenhouse, if you can control your light. then yes repot or put in ground, let her adapt before flowering, she will need to be harden off if you put outside.
And outside, the bigger your pot the bigger your bush...;)...
