encouraging growth in veg cycle?

is it possible to encourage more foliage in the early stages of vegetative growth by trimming the ends of large fan leaves at base of plant/or by removing them as close to the stem as possible (3rd 4th week of veg)... i am looking to keep my plants under 4ft by flushing stage, do not want height!! is either of these propositions possible!!

No, not by trimming or removing the fan leaves. What you are looking to do is top, fim or lst the plant to encourage more branching and regulating height.
