Setting up my new room and have a question about lighting options.

If AC is not an issue: is simply exposed lights hanging down better for light distribution OR installing a open wing reflector be better, What do you guys think?

Vertical is fine, but like anything, pluses and minuses.
Heat control/airflow/filtering requirements go up = $$$, even if the infrastructure supports it. Also, vertical scrogging -can- be trickier, so the grow itself needs to be designed with vertical in mind.
It also can be simpler to implement.
I've been doing vertical in flower for ~4 years and it works, but (for me relative to lack of money) the heat issue has been a ongoing battle.
 
Vertical = better for bigger trees
Horizontal/ reflectors = better for a bunch of small plants

It's all about which style you choose to grow with.
