Yes but that is a loaded question. If you are using a product like fox farms trio they actually recommend perioding flushing of your medium. In coco most guys flush regularly. In organic grows with buffered soil flushing is never recommended.
Lockout is not always about salt and chemical buildup. Improper pH of medium is another reason for flushing as to high or low blocks certain groups of nutrients. There are charts online for this.
Just another reason to use soil and a basic nute like Dr earth gold and then flower girl. Top dress every 2 3 weeks keep some EWC handy and maybe get an RO water filter then throw the pH and EC tools away or sell them.

The only reason to flush is to remove excess salts from synthetic nutrients or from badly overfeeding thatโ€™s causing toxicity. The salts can build up and cause absorption problems, so a flush about midway through can be beneficial, but flushing at the end of grow to try and make the plant โ€œcleanerโ€ is bro science.
