I left it for around 15mins to settle, look today and they are covered. Shall I wash it off with plain water?

Wisk well to free spores.
Put a little something on the surface to break the surface tension. (aloe, soap, etc.)
Spoon off anything floating on the surface.
Wait.
Wait.
Decant CAREFULLY.
Spray away!

If doing a bigger batch I'll mix it in much less then what I'm making so I don't have to try and carefully pour the whole thing off the top of the talc

It is cleaner to double-decant, just let it settle in one container and then pour into a second container and let it settle again. I like to use a plastic gallon jug that i cap and leave propped up laying-down in a ready to pour attitude, this eliminates those wisps of talc that rise up with turbulence.
