I try to leave 2 to 3 inches hanging down. And fill until it hits about a 1/4 to 1/2 inch of the stalk. The more water you got in it, the cooler the water will stay.

If water temp is a problem try putting the cloner on the concrete floor. Geothermal chiller lol.
