Algae bloom from being too wet for too long at a time.
The white is Mycos.

what they said ^. all i can add is it's not a huge issue until it is. algae will rob your plants of nutrients if allowed to really take hold. you don't have a problem now though.

you have several options.

1. wipe it off. it's not like a cover crop with a dense root base.
2. spray it with some high concentration h2o2 (hydrogen peroxide). 34% @ 10ml/gal in a spray bottle would work great. DO NOT GET IT ON YOUR HANDS.
3. spray it with some lab grade ISO alcohol. Same rule applies as above, unless you like dead white skin on your hands.
4. let the tops of your containers dry out enough so the tops aren't saturated all the time.
5. easiest, get some covers on your containers. algae needs three things to grow: moisture, nutrients, and light. eliminate the light and you eliminate the algae.

Like the stuff that grows on your house in the shade. That grow way to wet way too long, if that’s happening!
