Harvest Time?

Most of the hairs on my plant have turned orange now, so is it time to harvest? There is barely any bud, but I was expecting that using a 200w CFL and with all the problems I have had with the plant. Any help/advice would be appreciated.

I looked under a scope and most of the trichomes are cloudy. I found one small area where there are a cluster of amber trichomes, so I think I will give it another week and check again
