Might be the tiny inch worms. I've got them and spray with BT occasionally. You probably won't see the moths or worms 'cause they're so small. But about a month ago I found a variety of them before spraying.Dayummmmmm!!

Pics are of the worms and moth. Moths are about a quarter inch long and the worms about 3/8".

It might be mitesMaybe Septoria. And scope the bottoms of the leaves just to be on the safe side! I’m not good at diagnosing other peoples maladies Maybe someone else will chime in! That is growing where you are!
