Crappy pics but it looks like aphids from here.
Insecticidal soap should do it.
And ladybug larvae will munch on 'em.
I don't really know because I have minions here.
Wee, aphid eating, ants that patrol my harem.

Almost anything will kill aphids, they are soft body. Strong spray from hose, wiped off with your finger, etc. if stronger methods are desired, a spray of pyrethrin and canola oil such as Monterey Take Down spray works well. Spinosad was Not effective, heads up.
