Help identify these pests please!!

Hi guys had a good look online and can't seem to find what these are? Bushes on the side of my house are infected with them and they have made their way to my grow room :( only seen a couple on plants inside but plants seem to be looking hungry which has a similar look to the bushes infected any help appreciated

They seem to transform into kinda like moths not too sure though

Definitely some sort of leaf hopper should I compensate with a slightly higher feed while I try and get rid of them?

can't see in the pic, do they have white wings? if they do then i can assume it's white moths

A woolly beach aphid it is. Just use a damp q-tip are small damp rag and wipe them off. Then use a hand sprayer or pump sprayer and blast the leaves with water. Every time you see some just wipe it off. I like using yellow stickies to catch any bugs and use them for early detection.
