To me, anything over 12 is excessive. The strongest we ever used for anything was 12-12-12.
Too much of one and you get a lockout on the others.

Hermies are caused by bad genetics and many things can stress the plant and trigger it.
Light does NOT cause hermies, genetics do and light is a trigger.

pH would most certainly cause enough stress to hermie if it was far enough out of range.
