Thats a lot of light for a small rm. I bet you dont have a fresh air intake? Am i right? If so thats ur prob.
How many different strains u running? Is this the case w all of them?
Get those temps down even if it means maybe switching ur ballast to half strength 75 deg is ideal. Nothin over 80 imo
General health of plants? Pics are a big help
The closer ur light is thebigger and denser ur buds are. Keep the glass clean.
Per plant weight means nothing. Its about grams per watt.

Your room gets plenty of fresh air bro your ac pulls in air to cool the unit inside itself and it's not very sealed go take a look in the back it has a squirl fan and vents in the back or bottom and just walking in and out of a room can increase the CO2 (cuz this is what plants breath not air/oxygen what they produce alot of) by as much as 200ppm and being in your room for a few minutes can be as much as 400 ppm what is happening is not so far off fom what you say tho G they are suffocating but not from lack of oxygen or CO2 in the room tho if you can afford it get a co2 unit (pref not a burner) your main issues are heat stress and lacking in light and nutes when your plants get in the 85+ temperature they stop growing and breathing in an attempt to prevent water loss as they feel they are heading for a drought plants also will have adverse effects to your lights being so far from them it's not sunlight and they will reach for it to no end hence your very thin stalks some stretch is good actually desired but too much is very bad for them as G said it's not grams per plant it is always gram per watt and if u Wana get crazy you can add in per sq foot to see what your really getting (but who dose that)
