How many plants can I veg under an SF1000

I am aware that the light is only good for one full plant but was wondering if I could grow 3 plants and when 2 of them are ready to move outside do so. Ultimately only growing one plant inside after the other two have matured enough to be outside. I read that each plant needs 25/40 watts of lighitng but is this the same for seedlings up until the point they will be moved outside? Thank you.

You can veg 3 under that light some maybe stretchy where there not getting enough light or slower however for seedlings it’s not a problem

You just can’t flower them to thier full potential under that light even one would need slightly more light to get it to its full potential however it will work and your plan sounds good

Btw don’t have the light to close 25” away should be good I say that as most of the problems posted are either light burn or incorrect watering
