how many plants can i fit in a 2'x4'x5' tent 400w light and get the most out of my space?

Too many variables here - grow medium and strain being the most prevalent.

I might do six or nine in 1-quart pots - flower in a trellis.

That is a pretty tight space. Like it was said above me, too many variables. I got 6 plants in a 5x4 X8 with 2 400 hps and I can barley get the door open now after 2 weeks in flower. See you will have plenty of space when you start out, but plants can get huge, a couple of my plants are almost 4 ft already plus the bucket they are in is another foot and a half, so i feel like I am a little cramped for space in my area with just 6 plants.
