How Much Perlite?

i usually use roots soil without extra perlite. But look st these photos please. This time I have harlequin/GDP and dream queen.
Same soil mix, same watering. The harlequin fine with leaves reaching for the light but the dreams look like they are sleeping and showing signs of over watering.
When I transplant I'm thinking I'd better add some extra perlite. What do you farmers suggest?

I always add more perlite to the mix. I also put 1 inch of perlite in the bottom of my containers.
