Im having a brain fart need some help....

Its been a long time since I tied a plant down 90 degrees. Do I also tie down the limbs that are coming up too? or let them go vertical? The stalk is bent 90 and topped, so the limbs are gonna be coloas of course but I can't remember if I tie them down to open up the canopy or let them keep going vertical....Plants are 1 day from 3 weeks old..I will get pictures too.
